This program was conceived as a means to develop a network among higher education, school districts, local schools, and educators with the goal of increasing the success of English Learners (ELs).

Its major strategy is capacity building for the development of best practices in the area of English as a Second Language (ESL) or English as a New Language (ENL).

The networking concept, at the heart of this project, includes communication and support among the eight participating schools and the IUS School of Education.
