Responding to the needs of English Language Learners

Funded by the Office of English Language Acquisition of the U.S. Department of Education, the program builds on the IU Southeast School of Education (SOE) “New Neighbors” Project (“Responding to the Needs of our New Neighbors through Culturally Responsive Teachers”) launched in 2005.

The holistic approach of the program includes a multi-layered professional development program involving the SOE faculty, school leaders, ESL/ENL instructors, regular classroom teachers (RTCs), school psychologists, paraprofessionals, and all other support personnel in six local schools.

Part of this comprehensive approach is also a strong parent and community component as well as extra-curricular enrichment initiatives. All these endeavors should lead to responding to the educational needs of K-12 ELLs.

Networking, cooperation, peer coaching, and creative responses to the various challenges are essential strategies for the success of the program.

1.
ESL/ENL teaching license in partnership with IU Bloomington: 30 certified specialists in five years.

2.
Continuous improvement of knowledge base, teaching strategies and cultural competence of regular classroom teachers focused on the success of ELLs: 5 PD series and 100 teachers in five years.

3.
Systematic course revisions addressing ESL/ENL best practices as part of the enhancement of undergraduate and graduate teacher education programs: 60% of SOE faculty involved at the end of the fifth year.

4.
Networking within and among schools focused on welcoming and ensuring the educational achievement of ELLs: annual specialized PD sessions for all personnel categories in the six network schools.

Parental support and involvement: continued sessions and initiatives empowering parents as partners in the education of their children.

Summarizing, the purpose of the project is to consistently articulate the efforts by the IUS School of Education with those of three local districts and six network schools aiming at developing best practices for ESL/ENL instruction.

Course revisions and the new ESL License at the SOE, along with practicum and clinical work in the schools to become “Professional Development Network Sites” (PDNS) should impact the preparation of in-service and pre-service teachers.

The networking concept, at the heart of this project, includes communication and support among the six PDNS and the SOE. Research on the various aspects of the process should also impact the learning, enriching the education programs for pre-service and in-service teachers on the best ways to respond to the educational needs of ELLs
