When I grow up... 'docter'

Local growth in the number of English Learners (ELs), self-reported training needs for English as a Second Language, or English as a New Language -(ESL/ENL) by individual teachers and school corporations, and legal mandates suggest that a License in ESL/ENL is positioned to meet the regional needs of our service area.

In Southern Indiana, the number of Limited English Proficiency students (LEP) continues to grow in more densely populated areas. However, rural Indiana schools are also experiencing demographic changes. In addition, federal laws compel public schools to provide adequate educational opportunities to children and youth who are English Learners.

IU Bloomington and IU Southeast have partnered to make a SECOND LICENSE IN ESL/ENL education accessible to licensed teachers in Southern Indiana. The strong tradition of IUB in the area of ESL/ENL and the proven commitment of IUS to the cause of quality education for ALL students, make it possible to effectively use the respective institutional strengths benefiting ELs, teachers, school districts, and local communities.

This is a second license requiring an initial teaching license.

It combines four on-line courses offered by IU Bloomington and four on-site courses offered by IU Southeast.

Courses are offered in most semesters. The licensing office is IU Bloomington; IUS’ graduate licensing advisor will initiate the licensing procedures and will provide assistance to candidates as well as inter-institutional coordination.

Course substitutions are approved by the IUB licensing office; advising takes place at IUS.

IUS’ courses addressing ESL/ENL teaching and learning (E514 & E518 prior to the prospective number change to L520 and L524) may be petitioned as substitutions.

Some course work may be applicable to the master’s degree at IUS; candidates interested in pursuing the master’s should verify this with the IUS graduate licensing advisor and program coordinator.

H520 and M300 are interchangeable. So are L541 and H553. H553 takes place abroad and carries 2 credits; an additional credit is required to complete the clinical experience, which must take place in a local setting.

Presently, tuition for on-line courses is considered “in-state” for all participants. Per Reciprocity Agreement between Indiana and Kentucky, candidates from Kentucky counties of Bullitt, Jefferson, Oldham, and Trimble are eligible for “in-state” tuition rates for IUS.

CLINICAL EXPERIENCE REQUIREMENT

(H553 or M501)
   

GENERAL GUIDELINES

   
 

Premises:

           

a)

Licensing candidates will usually have the clinical experience after 18 credit hours have been completed. Exceptions will be made based on the merit of particular circumstances.

b)

Licensing candidates will submit a position paper to the License Coordinator prior to their placement. This position paper and a personal interview will inform of the clinical needs of each candidate.

c)

Decisions on credits and types of experiences needed are made on a one-on-one basis: 3 credits maximum. One credit equals 15 contact hours.

d)

Clinical experiences may articulate observations in model ENL settings, teaching in model settings, and/or other ENL programs in schools or in community centers with ad-hoc ENL programs selected by the School of Education.

e)

The H553 (abroad) will count for the maximum of 2 credits.

f)

All candidates will be observed by a licensed ENL teacher: twice in person and once as an electronic communication between the candidate and the supervisor.

 

 

 

 

             
 

Position Paper:

           
             
a)

The candidate will address the following three topics:

1.

Overall theoretical foundations of language acquisition (should include literature review).

2.

Adaptation strategies for mainstream teachers (if the candidate is a mainstream teacher or if he/she would be advising colleagues in the building).

3.

Strategies in a self-contained ENL classroom.

             
b)

Length: minimum of five pages.

c)

Format: APA citations for first section; font #12.

d) Deadline: six weeks prior to estimated beginning of clinical experience (second Friday of January and May for spring and summer placements, respectively).   Top

Credit information:

           
   

a)

One credit equals 15 clinical hours: two full days, four half days, or eight 2-hour days.

Three credits will involve: 15 hours of observations and 30 hours of teaching (school setting,  summer school, or local community centers).
